Podhoretz explains what went wrong between the instant victory in Iraq in 2003 and the successful surge of 2007. He points to a learning curve, where the U.S. had to understand the uniqueness of the insurgency. Leadership also figured in. Says Podhoretz, "It took Lincoln three years to find Sherman and Grant. It took George Bush three years to find Petraeus."
